International relations

Upon regaining its state independence in 1991 for the second time, the Republic of Azerbaijan began to build international relations also in postal sphere.

Today Azerpost LLC has managed to raise the level of its international postal exchange, either direct or in transit, up to a level that covers almost all countries of the world.

In Azerbaijan, like in all other areas, the contributions of national leader Heydar Aliyev to the advancement of the communication sphere are undeniable. As a result of the policy implemented by the Head of State, foreign investors were attracted to the country in conditions of stability, after which the foundation was laid for the integration of the postal and communication sphere to the international ecosystem.

Membership in International Organizations

In 1991, the Postal Administration of Azerbaijan became a member of the Regional Commonwealth in the Field of Communications (RCC), the Economic Cooperation Organization (ECO) in 1992 and the Universal Postal Union (UPU) in 1993. The institution also contributed to the work of these institutions by joining the European Conference of Postal and Telecommunications Administrations (CEPT) in January 2000 and the Eurasian Organization in June 2001.

One of the greatest successes of Azerbaijan's postal administration is that our country was presented for the first time to the Administrative Council of UPU, the highest body of this organization, at the 23rd Congress of UPU, held in Bucharest in 2004, as well as to both supreme bodies of the organization on 24-th Congress held in Geneva in 2008 - the Administrative Council and Postal Operations Council. It also was re-elected a member of the Postal Operations Council at the 26th Congress, held in Istanbul in 2016.

In February 2004, following the establishment of the Ministry of Communications and Information Technologies (MCIT) by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev, the activity of this postal service in the international arena expanded, the representatives of Azerbaijan's postal service participated in the 23rd UPU Congress held in Bucharest (Romania) for the first time, which yielded great results. Examples include the strengthening of measures against the issuance of illegal stamps, the election of Azerbaijan as a member of the Administrative Council, one of the highest legislative bodies of the UPU. 

Azerpost LLC presently works with 173 nations around the world via an international system of international mail parcels customer services.  The Administration performs joint international registered mailing transactions with postal operators from 126 countries.

Since 1998, Azerpost LLC has been aa member of the UPU EMS Cooperative (express mail service), and an active user of products of UPU Postal Technology Centre. Thus, Azerpost LLC uses «IPS.light» tracking system since 2001, international money transfer system IFS/STEFI since 2005, Global Monitoring System since 2013 and new «IPS.Post» tracking system since 2016, benefiting from the unique opportunities offered by these systems.

Awards

"Azerpost" LLC was granted the Gold Level Certificate for Quality Management by the Universal Postal Union in 2013, the S42 Addressing Standard Certificate in 2015, and the "Best Management" Certificate by the Quality of Service Fund (QSF) by a decision of the Board of Trustees in 2018.

Furthermore, the Azerbaijani postal service has accomplished remarkable outcomes in the global arena of express mail.  Thus, independent consulting firms audit and evaluate the quality of services offered by EMS operators worldwide each year, with the approval and financial assistance of the EMS Cooperative of the Universal Postal Union. The findings of theses audits are then made public, certificates issued.  AzerEkspresspocht Communication Company, a subsidiary of Azerpost (EMS) has also undertaken worldwide work in this area and produced a number of fruitful outcomes.

Following a 5-year pause, EMS received next two Gold Awards in Customer Care and Performance categories for the outcomes of its operations in 2022.

AzerEkspresspocht Communication Company was awarded bronze certificate at the end of 2002, silver certificate at the end of the following two years- 2003 and 2004, and gold certificates at the end of 2005, 2006, 2007, 2009, 2010, 2011, 2012, and 2014.  The Company also received Customer Care Certificate at the end of 2013 and 2017.
